Russian Diesel Tankers Bound for US Coast Amid Sanctions Warning

Three tankers carrying Russian diesel are bound for the US Atlantic coast under an agreement between Presidents Donald Trump and Vladimir Putin, creating an immediate sanctions test for owners, charterers and brokers.

The vessels Talisman, Leruo and Agioi Fanendes departed Russia's Baltic port of Primorsk between October 16 and 22 with a combined 924,000 barrels of diesel. They are expected to reach the US Atlantic coast between November 7 and 11, although declared destinations remain subject to change.

Two of the tankers are subject to international sanctions. The Talisman is sanctioned by the United States and the European Union. Leruo appears on British and EU sanctions lists. The third vessel, Agioi Fanendes, is Malta-flagged and managed by Greek interests. It loaded approximately 40,000 tonnes of ultra-low sulphur diesel at Primorsk on October 22.

Russian deputy prime minister Alexander Novak said the shipments show Moscow and Washington are implementing their agreement. The Trump administration issued a six-month sanctions exemption earlier this month, allowing transactions involving Russian-origin diesel until April 7 next year.

A bipartisan group of US lawmakers has warned banks, ports and energy companies against handling the cargoes. They argue the Treasury exemption cannot override legislation passed in 2022 banning imports of Russian petroleum products. European and British sanctions on Russian petroleum imports also remain in force, complicating movements of sanctioned vessels through international waters.

Read-through for owners and charterers

A vessel can carry clean paperwork and still arrive at a port where the cargo is legally barred. Charterers may find banks and terminals unwilling to touch the diesel, while owners face the risk of mid-voyage destination changes or refusal at discharge. Underwriters will weigh the US exemption against the 2022 import ban and continuing European restrictions.
