One vessel, every compliance signal in one place: sanctions exposure path, composite risk, dark-fleet behaviour, flag history and safety record.
No sanctions exposure was found, but the composite risk read is elevated. See the breakdown below.
Sanctions exposure screens the hull and its ownership chain against official OFAC, EU, UN and UK designations, then propagates a sanctioned owner or parent down to the vessels it controls. The composite risk read blends age, flag register, port-state detentions, dark-fleet behaviour and sanctions exposure, weighted by how much evidence is present. Every signal shows its own evidence. This is decision support for a compliance review, not a legal determination.
Composite Risk
Multiple adverse factors, or a hard ship-specific signal, lift this hull above the fleet norm.
A coverage-weighted blend of the 3 components we could read for this hull — the weights renormalise over only the components present, so a thin read is never inflated and a hull is never credited a “safe 0” for a signal it has no row for. Higher means riskier. Derived in-house from government-open port-State-control, flag, sanctions and our own vessel data; weight it by the coverage above.
Compliance
On 23 October 2025, the bulk carrier "CAPE", while under the conduct of a pilot, was reported having experienced a close quarters situation with the tug "WYATT M" towing a barge on Lake Ontario at the approach of the Burlington Canal, ON.
On 01 December 2024, the bulk carrier "CAPE" reported having sustained a total engine failure in the St. Lawrence River off Baie-Trinité, QC. Repairs were effected while adrift and the vessel resumed its voyage.
On 06 December 2021, the bulk carrier "CAPE" reported having run aground after dragging anchor in the Saint-Nicolas, QC anchorage area. A pilot boarded and the vessel was refloated at high tide. Later, the vessel docked at section 102 of the harbour in Québec, QC to asses damages. No pollution was reported.
On 21 June 2019, the bulk carrier "CAPE", under the conduct of a pilot, reported a propulsion machinery failure on departure from Trois-Rivières, QC, and had to anchor. The crew carried out repairs and the vessel resumed its voyage.
On 03 August 2013, the M/V "HELOISE" and the tug "OCEAN GEORGIE BAIN" were involved in a collision near section 80 in the Port of Montreal, Québec. No injuries or pollution reported. The tug sustained damage.
On 3 October 2011, the downbound vessel "HELOISE" sustained a black out, in the St.Laurence seaway, below CIP-6, near St Anicet, QC. Neither damage nor pollution reported.
On 26 May 2011, while unberthing from section 15 of the Port of Sorel, the bulk carrier "W-SKY" broke its mooring and struck the berthed bulk carrier "HELOISE". No injuries and pollution reported.
On 16 May 2010, in the Gulf of St. Lawrence, QC, the vessel ''CASTILLO DE CATOIRA'' had to alter course to starboard to increase CPA while being overtaken by the ''HELOISE'' maintaining course and speed.
